Could they holdover in any of the places they are stocked in NJ?

Yes, they can and do. The habitat requirements for holdover survival are one of the primary factors in deciding where they are stocked, along with public access. For example Boonton Res. has suitable habitat for holdover survival and it has the Rockaway River to provide a very good spawning trib. Although it's highly unlikely that successful spawning would ever occur the river would provide what would be a unique opportunity for NJ to have actual stream angling for LLS. However since Boonton itself has no public access the Div refuses to stock any LLS there.
