New york, trout fishing after Oct 15th

I see NY closes trout fishing (even CnR) after October 15th, for at least most of the streams im looking into. (I see exceptions for border waters and great lakes tribs)
I wonder why they did this, in comparison to PA and NJ which just has closures for stocked trout.

I reckon the October-November period is a great way to protect spawning trout, but how come still closed into late winter?

There are quite few streams/rivers open year round for trout and others close sooner. Check the special regs section starting on page 14 of the link for the county you are interested in.

It is for the wild trout spawn. Most people think that the spawn ends when eggs are laid in or by November, but remember that those eggs just sit there for a couple of months before they hatch, and walking all over them doesn't bode well for future wild trout. That is the reason NY does this.
