Those are sunbows

Pequest hatches a lot of mutants like that and they have been posted wide and far over the recent years on various forums and Facebook.

It's a Pequest fish and they are far more common than the hatchery would like. It is a common for that hatchery mutation. Triploidy trout will have a slightly smaller head sometimes than their body, but the body grows in a normal shape, just larger due to not growing reproductive organs.

That's likely, but I personally do not know myself.

Triploid trout are not currently raised by the NJ Division, but other states such as Idaho and California to name two do use them. We (Trout Scapes River Restoration LLC which is my firm) sometimes stock them as required and did so recently on a pond we constructed ot West. But the "sunbows" are just a genetic mutation is all.
